Regional employment implications of deploying CO2 transport and storage to decarbonise the UK’s industry clusters

Ecological Economics

July 2025

This paper explores how building and operating CO2 transport and storage infrastructure to support decarbonisation in UK industrial clusters could affect jobs and wages across the country. While the work could create thousands of new roles—especially in construction—it may also lead to job losses in other areas like retail and hospitality due to rising wage costs and competition for workers. The analysis shows that these effects vary by region, with southern areas potentially seeing more disruption. Overall, the study highlights the need to manage labour shortages to fully realise the benefits of net zero investments.
