Critical review and recommendations for strengthening health and safety and major accident prevention regulations for carbon capture and storage in UK ports

International Journal of Greenhouse Gas Control

October 2025

Carbon Capture and Storage (CCS) is essential to the UK’s plan to reach net zero. Ships are increasingly being used to transport CO₂ to offshore storage sites and this paper is assessing whether current safety regulations are adequately governing the risks of CO2 handling in ports. The paper identifies three regulatory gaps. To close them, it recommends clearer guidance for harbour masters managing CO₂ shipments and updating major accident regulations to explicitly cover CO₂ storage. These changes are vital to keeping port communities safe as CCS expands.
