Beyond geography, destiny, and politics: Exploring policy styles for industrial decarbonisation in Norway, the United Arab Emirates and the United States

This paper examines how industrial decarbonisation policies are designed and put into practice in Norway, the United Arab Emirates and the United States. This study compares three countries that share strong resources, technical capacity and ambitious climate goals, but operate within very different political and institutional systems. It explores how governments use different policy tools, decision-making styles and institutional arrangements to support the transition to lower-carbon industry. The paper shows that, despite growing international alignment on climate ambitions, each country follows a distinct approach shaped by its national context. These differences strongly influence how industrial decarbonisation policies are implemented and how effective they are in practice.
