About the Local Industrial Decarbonisation Plans Pathways Report
The Local Industrial Decarbonisation Plans (LIDP) programme, funded by the Department for Energy Security and Net Zero (DESNZ), supported thirteen projects across the UK to develop strategic, place-based decarbonisation plans for industrial sites beyond the major industrial clusters. The projects span a wide range of contexts, from multi-business estates and ports to cities, sub-regional partnerships and a sectoral supply-chain network.
Drawing on a structured thematic analysis of the thirteen LIDP project reports, this synthesis report examines the portfolio as a whole. It introduces an analytical framework of five archetypes to illustrate the diversity within the portfolio. The report draws out cross-cutting findings on:
🔹 the dominant decarbonisation pathways pursued by LIDP sites and how they vary by context
🔹 the infrastructure conditions that enable or constrain those pathways
🔹 the barriers LIDP projects encountered and the approaches taken to address them
🔹 the practical lessons and a playbook for building and running a local industrial decarbonisation programme
🔹 the implications for local authorities, industry, national policymakers and infrastructure operators
